Capture an idea as a small, versioned directory with a machine-readable manifest, a human-readable body, advisory IP triage, and a deterministic disclosure gate. Fuzzy classification may recommend. Only the gate may authorize sharing outside your control.
Early ideas get lost in chat, over-shared before counsel, or frozen because nobody wants to open a full project. HBI is the middle shelf: formal enough to audit, light enough to start.
